Do ballasts for fluorescent lights (long tube T12s) still use electricity even if the bulb's dead?

The ballast contains a coil which consumes a trivial amount of electricity, but only when the circuit is switched on. Even if you were to keep the dud bulbs in position, there is nothing to stop you removing the ballast
