Fallout new vegas help?

im at the part where i go to meeet that one leader f the legion im gona call im cezar. he gave me the chip and wants me to go down to that one place where the doors can only be oppened with the chip. should i fre benny? should i do what benny says and take the chip and do what mr. house would want me to do with it or should i do what the legion wants cuz i really dont know what to do. i would prefer to have vegas to be filled with good people
